William Hague, the former leader of the Conservative party, has urged Theresa May to legalise cannabis, saying the UK’s drug policy is “inappropriate, ineffective and utterly out of date” and “this battle is effectively over”.
Lord Hague said issuing orders to the police to stop people smoking cannabis were “about as up to date and relevant as asking the army to recover the empire”.
In an article in the Telegraph on Tuesday, Hague says the prime minister should be bold and lead a major policy change because it is deluded to think cannabis can be “driven off the streets”.
His comments come as a growing coalition of MPs, experts, campaigners and families whose children have epilepsy call for the legalisation of cannabis for medicinal use, after the confiscation last week of cannabis oil supplies intended to treat Billy Caldwell, a 12-year-old boy with severe epilepsy.

As I was putting the finishing touches on my new book, the Costs of War Project at Brown University’s Watson Institute published an estimate of the taxpayer dollars that will have gone into America’s War on Terror from September 12, 2001, through fiscal year 2018. That figure: a cool $5.6 trillion (including the future costs of caring for our war vets). On average, that’s at least $23,386 per taxpayer.

The health secretary, Jeremy Hunt, has called for a swift review of the medicinal use of cannabis oil after an emergency licence was provided to Billy Caldwell, a boy with severe epilepsy whose medication had been confiscated.
Hunt said the UK had not got the law right on the oil, which is legal in many other countries, including Canada, the US and several EU states.
He told BBC Radio 4’s Today programme on Monday: “I don’t think anyone who followed [the story of Caldwell] could sensibly say that we are getting the law on this kind of thing right. 
“I think everyone feels for [Charlotte Caldwell, Billy’s mother], and of course there are many, many other people in that situation.” 
He said he hoped the review could be completed within months.

MPs are calling for the legalisation of medicinal cannabis after the home secretary allowed a severely epileptic boy to receive the treatment.
MP Crispin Blunt, co-chair of the all-party parliamentary group on drug policy reform, said the existing law was "frankly absurd".
The Home Office initially banned Billy Caldwell, 12, from taking cannabis oil but then reversed its decision.
Billy's mother Charlotte has called for the oil to be freely available.
According to Ms Caldwell, Billy is responding to the medication, which is used as an anti-epileptic.
But speaking to BBC Breakfast she said: "I will not stand by and let any other family in our country endure this experience. It's horrific and cruel."
Billy was given the oil at Chelsea and Westminster Hospital under a special 20-day licence. He is banned from taking the remedy at home.
Ms Caldwell is calling for Billy to be given the remainder of his medication, and said she wants to meet Home Secretary Sajid Javid to discuss the issue on Monday.

She says her son's seizures dramatically reduce when he takes the oil, which contains a substance called Tetrahydrocannabinol (THC), and is illegal in the UK.

Antarctica is shedding ice at an accelerating rate. 
Satellites monitoring the state of the White Continent indicate some 200 billion tonnes a year are now being lost to the ocean as a result of melting. 
This is pushing up global sea levels by 0.6mm annually - a three-fold increase since 2012 when the last such assessment was undertaken. 
Scientists report the new numbers in the journal Nature.
Governments will need to take account of the information and its accelerating trend as they plan future defences to protect low-lying coastal communities. 
The researchers say the losses are occurring predominantly in the West of the continent, where warm waters are getting under and melting the fronts of glaciers that terminate in the ocean. 
"We can't say when it started - we didn't collect measurements in the sea back then," explained Prof Andrew Shepherd, who leads the Ice sheet Mass Balance Inter-comparison Exercise (Imbie). 
"But what we can say is that it's too warm for Antarctica today. It's about half a degree Celsius warmer than the continent can withstand and it's melting about five metres of ice from its base each year, and that's what's triggering the sea-level contribution that we're seeing," he told BBC News.
