Press release from Housing Action Southwark & Lambeth - 28th October: Housing activists have occupied a property owned by Southwark council which was due to be auctioned today at a starting price of £2.3 million.

Housing activists have occupied a property owned by Southwark council which was due to be auctioned today at a starting price of £2.3 million. 

They have occupied the building to stop the sell-off of yet more public housing stock when the borough faces a severe housing crisis with almost 25,000 people on the housing waiting list and increasing numbers of people forced to sleep rough on London’s streets. 

The occupation is also a challenge to section 114 of the Legal Aid Sentencing and Punishment of Offenders Act (LASPO) introduced last September which criminalised squatting in residential properties. This law has meant that homeless people seeking shelter in empty buildings can find themselves with a prison sentence. 
Sarah Morris, a local housing campaigner involved in the occupation said: 

“We have occupied this building to stop yet more council housing being sold off to private developers. Southwark council has a waiting list with 25,000 people in need of quality, secure, and truly affordable housing that this building once was. In the face of such housing need in the borough, London, and the whole of the UK this sale of council housing is madness. The attempted sale of this building is a part of the social cleansing that is happening across London where local working class residents are being forced out so that wealthier people can buy it up. We hope that by taking direct action, we can stop the sale of these homes so that they remain a public good rather than another empty building owned by a property speculator. 

“The squatting of this residential building is significant because it is a challenge to the law introduced last year which criminalises homeless people through the banning of squatting residential buildings. Community led occupations such as our own to defend our council housing could be made illegal if this punitive law is extended.”

Occupation against Southwark sell-off still going at Park Street - 28th October: 

Today, Housing Action Southwark and Lambeth people were involved in the occupation of 21 & 23 Park street buildings in protest at Southwark council’s sell off of these council houses. See our press release from earlier [above]. Sadly, the buildings were sold off this afternoon for almost £3 million, diminishing Southwark’s public housing stock. Through this sell off Southwark council have shown their complete lack of interest in ensuring quality, secure and truly affordable housing for residents and have made it clear that they do not think people on low incomes should be able to live in the Borough area. 

On the plus side, the protest occupation is still going strong. Although the police did visit this afternoon with the intention of removing the protestors, the police acknowledged that the law brought in last year to criminalise squatting in residential properties did not apply in this instance as this is a political occupation – section 114 of Legal Aid, Sentencing and Punishment of Offenders Act makes it a criminal offence to live in a residential building, occupying it in protest is not the same as living in it. This is an important challenge to section 114 and shows a potential loophole for people to occupy residential buildings. 

If you can, get down to 21 & 23 Park street, just off Borough market, to show your support. Donations of food would be welcome.

 Our protest is also a challenge to the law that came in last year to criminalise squatting in residential buildings. Section 114 of the Legal Aid, Sentencing and Punishment of Offenders Act threatens homeless people seeking shelter with jail. The law makes it a criminal offence to squat a residential building with the intention of living there and there has been talk by politicians of extending the squatting ban to commercial properties as well. Any extension of the law to criminalise squatting could prevent communities making use of empty residential buildings for community action, such as ours, as well as preventing homeless people from accessing shelter in empty buildings. We are trying to show that people can still use empty residential buildings to protest. When the police visited last night, they acknowledged that we were not committing a criminal offence with our occupation of the building.

Open letter debate on squatting / housing Squash slaps the labour champagne socialist turncoats.

Open Letter: The Debate

On the 2nd September 2013, Labour politicians, Chuka Umunna, Tessa Jowell and Lib Peck wrote a letter to Secretary of State for Justice, Chris Grayling, reprinted in theEvening Standard, asking that squatting in commercial premises be criminalised. The Labour politicians cited three specific examples from the London Borough of Lambeth which demonstrated why criminalisation should be extended, namely: 

1] 111 Westminster Bridge Road – claiming costs of £100k+ 
2] Patmos Lodge – claiming costs of £150k 
3] Nettlefold Hall (Library) – claiming costs of £150k 

In response SQUASH sent an open letter to the three politicians in question, challenging their position, which was picked up by a number of commentators and journalists, including Owen Jones who wrote an article for the Independent. A more investigative blog was posted by Prolapsarian (“The Violence of Chuka Umunna (on squatting)”)] who looked into the cases cited in more detail, and found the following facts: 

1] Patmos Lodge – This was previously a sheltered and residential care home which was decanted in 2010, and planned for demolition in order to make the site attractive for developers. The costs, according to the council, were largely due to security and eviction costs, procuring specialist (and notorious) eviction team UK Evict instead of negotiating directly with the squatters. 
2] Nettlefold Hall (Library) – the library was closed because someone stole copper off of the roof; Lambeth council decided to close the library and hand it over to multinational Cineworld Ltd for redevelopment; while the council sat on the asset for a year, the building was squatted and put back into use. The clean-up bill was not due to the actions of the squatters, but from the hazardous asbestos the council had refurbished the building with.

The politicians, under pressure from various sectors of the online and political community, tried to justify their anti-squatting sentiments, with Chuka Ummuna posting the following on his website  and Councillor Lib Peck responded to SQUASH directly with this email-letter:

Cllr Lib Peck wrote to SQUASH on the 13th September 2013:

Thank you for your letter regarding our position on squatting in commercial properties.

Squatting in commercial properties in Lambeth is a serious problem. It is causing distress for our residents and mounting bills for the council. I visited the former library in West Norwood last week which had been trashed by squatters. The damage to the property is so serious the clean-up bill is likely to rise to well over £150,000. The damage also means the opening of a new library, cinema and cafe on the premises has been delayed by months. You say that ‘Squatters have a proud history of taking over abandoned buildings and bringing them back into use to make homes’. This is clearly not the case here. And sadly this is just one of a number of examples of commercial squatting in Lambeth, and I know there are many more across London.

We cannot afford to do nothing about squatting and our residents cannot afford the damage squatting is doing to their lives.

I agree with you that many people squat because the other options open to them are worse. That’s why we need to do far more to increase house building levels so everyone has the chance to rent or own their home. In Lambeth we are working hard to deliver new affordable social housing. Next year we will deliver new social housing in the centre of Brixton, in properties which were formerly squatted. And we are providing support and assistance to thousands of our residents who are in need of housing. However we, like many other councils, are suffering from the failure of the government to invest in new homes. Affordable housing funding has been cut and house building is at its lowest level since the 1920s.

I would like to work with you to pressure the Government and the Mayor of London to pursue a far more ambitious and bold policy on affordable housing which delivers the new homes that are desperately needed in Lambeth and across London.

Dear Councillor Lib Peck

Thank you for your reply. However we would like to address some of your points.

We understand your concern at the costs supposedly associated with squatting. However, we would ask you to note the complexities of the matter. Squatters make use of wasted property, thereby reducing Council housing benefits bills as well as the demand for housing in a starkly overpriced market. Moreover, those instances where squatters maintain and improve properties rarely make the news yet constitute a genuine contribution. Damage through vandalism and decay will remain a problem where properties lie empty.

Squatters who protect buildings and serve the community are common and systematically overlooked. From an economic and social perspective, their efforts are difficult to value by comparison with the damage noted in your case, and therefore seem absent from discussions on the matter. Nevertheless, this is a complex debate which seems to be coming to the simplistic conclusion of blunt criminalisation. The ugly repercussions of this on housing and homelessness must be recognised and measured alongside the unseen upsides of squatting.

Furthermore, although you claim that Lambeth Council is “working hard to deliver new affordable social housing”, recent events show that this is not the case. The often violent evictions of short-life co-operatives and licensees over the last two years (Clifton Mansions, Carlton Mansions, the Lambeth United Housing Co-ops and Rushcroft Road) show a complete disregard for the long-term residents of Lambeth in favour of high-value asset disposal and attracting well-heeled professionals. The case of Clifton Mansions, where Lambeth spent £440,000 on security and guardian fees on a previously occupied building [http://www.squashcampaign.org/2012/04/council-pays-440000-so-security-firm-can-treat-exploit-tenants/], and the sale of properties on Rushcroft Road and other short-life co-ops to private developers are a case in point that taxpayers’ money is being squandered in favour of private interest groups.

SQUASH believe that there are much more humane, reasonable and cost-effective ways to deal with genuine housing need in Lambeth, such as the implementing of rent caps, using Empty Dwelling Management Orders (EDMOs) to bring empty properties back into use, promoting housing co-operatives and community asset transfers. We do not believe that blaming the deficiencies of central government is an adequate response to dealing with the housing crisis; we are not a lobby group for private developers or housing associations and therefore will not be assisting with applying pressure on central government or the Mayor to build more housing in London.

Although you would like to demonise all squatters as reckless vandals causing “distress for our residents”, we would like to remind you of the proud history of squatting in Lambeth. Olive Morris, after which Lambeth Council’s Olive Morris House was named, was a key social justice activist in the area, helping found the Brixton Black Women’s Group, promoting squatters rights and the Black Panther Movement (for more information on Olive, visit your own website orhttp://rememberolivemorris.wordpress.com/tag/squatting/) . Other exemplary squats, which have not only contributed to their local communities, but made Lambeth the vibrant place it is today include: CoolTan Arts (199), Brixton Arts Co-op (2005), the 121 Centre (1981 – 1999), St Agnes Place (1969 – 2007) and Exploding Cinema at the Brixton Lido (1993). [thanks for Urban 75 for their archive] Squats and squatters have been crucial to defending the diverse culture in Lambeth, and resisting the racist and repressive policies of both Labour and Conservative governments since the 1960s. These are just a handful of examples of the contribution squatting has made in Lambeth.

Shale gas company Cuadrilla has pulled out of one of its potential fracking sites in Lancashire.

The company said it would not seek consent to frack for gas at Anna's Road in St Annes and would restore the site to its previous condition.

Cuadrilla's chief executive Francis Egan said the background to the move included "technical constraints related to wintering birds".

Anti-fracking campaigners said the company was not welcome in Lancashire.

Broken Barnet: Bohemia: the occupied pub holds its first meeting

 

 Wanderers, adventurers, artists, journalists, vagabonds and gypsies - free love ... Sounds good to me. Will opt for the haute Bohème version, rather than the frugal one, probably. Bit like easycouncil for artist-vagabonds, with an option for a higher charge standard of service, see. The blessings of 'choice', as commended by libertarian Tories, except of course only for themselves, and no one else.

So, anyway: after last Friday's occupation of the Bohemia Pub in North Finchley, a meeting was called, last night, for local residents and all interested parties to attend in order to discuss the future of the pub, and to try to save it for the community.

Risking further opprobrium from the retired and absent right wing blogosphere of Broken Barnet, and accompanied with a rather cutting suggestion from Miss Angry that she would not bother standing bail for her mother in the case of arrest, Mrs Angry went off to the now darkened pub. 

By the entrance stood our new landlords, in hi-vi tabards, greeting guests with a grin, and helping them over the step into the cavernous space of the stripped out pub. Hollowed out council, stripped out pub: it's all part of the same picture, isn't it?

Mrs Angry had expected to find only a handful of Bohemia supporters, and was frankly staggered to find an enormous circle of people, sitting expectantly in the candlelight, some old friends, many new.............. read on

Breaking News - The Bohemia Pub in North Finchley reopened by Occupy as a community project

Many local residents in the North Finchley neighbourhood were extremely upset when the much loved local pub, The Bohemia was closed following a rent increase. The building has sat looking rather sad and sorry ever since. The Barnet Eye was called this morning and notified that the Occupy movement has taken over the building and are opening a community project at the site. They have requested that locals offer their support and bring tea, coffee, foodstuffs and anything else suitable for the project.

The Barnet Eye will be visiting the site later today for a full update. The Occupy movement have targetted Finchley for special attention due to local MP Mike Freer being a sponsor of the anti squatting legislation. They have publicly stated that their campaign against homelessness will focus on Mike Freers constituency in Finchley and Golders Green. Many local people are well inclined towards Phoenix and the other Friern Barnet Library occupiers, who helped save the much loved local treasure. Back to the fabled fault line of North Finchley high road, the place that acts as a powerhouse of rebellion, here in Broken Barnet. And back to one particular form of rebellion that has worked so successfully here - the occupation and reclamation of a much loved community asset.

The Antic Bohemia is, or was, and hopefully will be again, an indy pub in the centre of North Finchley, a fabulous venue, dark and cavernous, furnished in idiosyncratic shabby chic style, with mismatched furniture, long wooden trestle tables, old school chairs, scruffy sofas with sagging upholstery, lit by vintage chandeliers and 1930s lampshades. It had a unique atmosphere, and had become established as not just another pub, more of a meeting place for friends and local groups, and a venue for the odd performance and musical events. .....

SQUATTERS who reopened Friern Barnet Library last year have occupied a much-loved community pub in North Finchley, that closed without warning earlier this year.

Residents were furious when The Bohemia, in High Road, closed in August, the day before it had been due to celebrate its one year anniversary, following a row between the building’s owners, and its tenants.

A petition calling for it to be preserved as a community pub has so far attracted nearly 1,000 signatures.

Activists last night moved into the abandoned boozer, stating their intention to reopen the building as a “community hub”.

Last year the same group staged an occupation and reopening of the axed Friern Barnet Library in Friern Barnet Lane. The council has since handed nine residents a two-year lease to use the building as a community library

On The Bohemia, Phoenix Rainbow, a key member of last year’s library occupation, said: “This pub wasn’t just a pub, this was a community pub and that is what it should be.

SQUATTERS have taken up residence in a much-loved community pub which closed its doors to the public last month.

The Bohemia in High Road, North Finchley, was managed by Gregarious Limited until August 16 when the landlord, pub chain Mitchells and Butlers, refused to grant a permanent lease.

The squatters, who include some of the occupiers who took over Friern Barnet Library last year, moved in on Thursday night and say they will reopen the pub on Monday as a “community hub”. This morning North Finchley traders have been rallying around the group donating food, hot drinks and other supplies

Before it closed last month the pub regularly hosted events, including knitting clubs, film nights, live music and stand-up comedy.

Jason's funeral and beutifull Maori saying

Jason's funeral will be held at Golders Green Crematorium, Hoop Lane, London NW11 7NL, in the West Chapel, at 12 noon on Saturday 28th September, followed by a reception at Birkbeck, University of London, Malet Street, London WC1E 7HX, in the George Birkbeck Student Union Bar, where he spent many - mostly teetotal - hours.

There are parking spaces along Hoop Lane, outside the crematorium, which is close to Golders Green underground and coach station. Birkbeck is an easy tube ride straight down the Northern Line, but parking there is more difficult: I would suggest that anyone driving in leave their car outside the crematorium.

Jason had very specific requirements for how he wished his life to celebrated and remembered, including that everyone sing Po Atarau, the words of which are printed below. He also specifically requested no flowers (other than one spray on the coffin, which I will make): donations to Macmillan Cancer Support instead please.

Please make sure that these details are passed to everyone who knew Jason and request them to let me know through the wonders of Facebook if they will or are likely to attend, so that I have some idea of numbers for catering. I you wish to say something at the reception, whether a formal speech or a less-structured anecdote, please let me know.

Syria Rebels Ordered 10 Tons of Sarin Nerve Agent in Turkey

 
 A Turkish prosecutor filed a report to the court in the Southern Turkish city of Adana, showing Syria militants have been ordering and receiving chemical material from Turkey.

On May 28 Turkish security forces found a 2-kg cylinder with sarin gas after searching the homes of terrorists from the Al-Qaeda-linked al-Nusra Front who were previously detained.
According to media reports, sarin gas was found in the homes of suspected Syrian militants detained in provinces of Adana and Mersia following a search by Turkish police.

 At around 6.30, a bicycle sound system and about ten cyclists rode up the Commercial Road, at the end of their journey from the Bank of England to the ‘Troxy’ venue near Limehouse, where arms dealers from this year’s DSEI arms fair were holding their end of fair dinner with tables at £2500 each for food, drinks and a boxing tournament, organised to raise money for wounded soldiers – the irony!

At the same time, just as guests began to arrive, two women took up position at the front of the short red-rope walkway to the entrance. They held up their hands, stained red to symbolise blood, and stood completely silent, as police approached and asked them to move.

After a few more minutes, some more protestors approached, quickly blocking the entrance and sitting with a banner bearing the words, “Arms Dealers Here Today – This Is Not OK”. One also lay down in a body bag and gas mask.

Broken Barnet: A beautiful thing to see: the library that lived, one year on

 

It was with great pleasure that Mrs Angry returned to Friern Barnet Library - the Peoples' Library - on Thursday night, to celebrate the anniversary of the occupation which saved its life, and led to its re-opening as a community library, and to attend the launch of a book, 'Occupied and Opened',  written by Rosie Canning and telling the story of the saving of the library from the different perspectives of those involved.

 
 The library was packed with familiar faces as Mrs A arrived, and some new ones too. Occupier Phoenix introduced her to Richard Stein, the lawyer from Leigh Day, who represented occupiers and residents when the council tried to evict them. He has been involved in some immensely important public interest cases: the campaign to save Lewisham Hospital, the challenge to the Bedroom Tax, UKUncut's challenge to Goldman Sachs' tax deal with HMRC ...

He reminded the audience of the origins of present day squatting, when members of the armed forces returned from fighting in the second world war, and found a chronic shortage of housing obliged them to take possession of vacant properties. These days it is estimated that 20-50 thousand people live in squats.

He clearly holds a great affection for the friends he made from the occupation of Friern Barnet Library: something which, as he observed, 'brought together such community: a beautiful thing to see ...' 

Mrs Angry thought back to the evening, a year ago, when she knocked on the gate at the back of the newly occupied library, and found Phoenix eyeing her warily over the fence ... see here:

Mrs Angry has a lot of respect for Phoenix, in fact: in world of moral compromise, and worse, he is an inspiring example of resistance, optimism, tolerance and good humour. Ok, yes: I'm trying to avoid referring to him again as Occupy's movement to Mary Poppins, which caused him some amusement. But he is a charismatic, energising force of nature, obstinately and perhaps naively loyal to his own ideals, and yet a shrewd strategist, and wily campaigner. 

He referred to the recent criminalisation of squatting, in residential buildings, a move proudly promoted by Tory MPs Mike Weatherley - and our own homegrown easycouncil guru Mike Freer, (whose name provoked a certain amount of jeering, in contrast to a large amount of cheering for new Labour candidate Sarah Sackman, the barrister who represented the library in the court case). 

Freer's rather surprising efforts on behalf of the anti-squatting legislation were driven by his anger over Libyan protesters who occupied the £11 million mansion owned by the Gaddafi family in Hampstead Garden Suburb.

Some of Freer's local Conservative supporters live in similar splendour in the Suburb, of course, like Mr Chaim Zabludowicz, whose family's immense wealth is based on arms manufacture and trading. Such residents fear for the safety of their properties, when vacant,  and must be thankful for the efforts of their MP.

You might be forgiven for thinking such concern was grossly misplaced, and prefer to see your MP act on behalf of his less advantaged constituents. Still, this week, he did turn his attention to such issues: stating in a debate in parliament that he has found on visits to job centres that both claimants and front-line staff are 'enthusiastic' about universal credit ...

Both MPs like to present squatting and occupation as inherently anti-social, morally repugnant - although Weatherley was exposed this week in this Political Scrapbook story, as, at least temporarily, moderating his views somewhat when given the opportunity to visit community squats and see for himself the benefits of such arrangements. 

Mrs Angry would suggest that what is really morally repugnant are the socially divisive policies of this government, and those that support them, actions that are driving the most vulnerable members of our society to despair, while community activists like Phoenix and his fellow occupiers are by contrast virtuous, honourable, and entirely vindicated by outcomes like the reclaiming of the People's Library.
