Who owns London? | Theory: "n the seventeenth century, London was the City of London. As the eighteenth century progressed, aristocratic land owners started to develop their land; the Earl of Bedford was first, with Covent Garden, then came the Earl of Southampton with Bloomsbury Square, and the Earl of St Albans with St James’s Square. The 1760s saw the development of the Bedford Estate in Bloomsbury and the Portman Estate in Marylebone, followed by the Grosvenor Estate, mostly in the early nineteenth century.
The developments were carried out under a leasehold system. The land owner would let plots to a developer or builder, who would build at his own expense. and at the end of the lease the development would become the property of the ground landlord. Funds would be raised for the construction on the security of the lease agreement. The landlords’ estate surveyors would ensure the quality and finish of the elevations. The system was of great advantage to the landowner, who could develop his land with little risk or capital outlay, gained and income from from the ground rent, and at the end of the lease, usuallly 99 years, the property reverted to the estate. At the end of the lease period, the estates would renew leases at increased rents or redevelop the land.

More people have been squeezed from the squatting safety net into the streets,massively over priced rental market,onto sofas or back to live with relatives.
The homeless and housing charities can provide you with the figures and scale of this human Tragedy.

"Four more S144 Defendants Walk Free! Posted on November 12, 2014 by ass Another four people have been found “Not Guilty” of the criminal offence introduced in September 2012. They were arrested at a building in Scrutton Street in March. After over six months on bail, their trial took place at Stratford in October. When the police arrived, the squatters pointed out the “To Let: Commercial” sign outside, and explained that the building had previously been used as offices, and was not a residential building. Despite this, the police forced entry and arrested all four people inside the building. One of them didn’t even live there, and had only come to visit the occupants. They were all taken to the cop shop, and the squat was lost. The owner had produced a copy of a council tax bill for the top two floors of the building, and this was the main evidence relied on by the Crown Prosecution Service to go ahead with S144 charges against all four. During the trial, it became clear that the owner had switched to paying a mixture of business rates and (domestic) council tax for the building, rather than continuing to pay business rates for the entire property. Saving themselves a considerable amount of money by tax-dodging. However it also became clear that nobody from the council had ever visited the premises or checked if this was appropriate. The District Judge heard that the rooms resembled offices, with power and data points in the floor, no curtain rails, no central heating system, no kitchen facilities and no bathroom or shower. The only sink and toilet were in the basement and there was in fact no running water to the top two floors, making a mockery of the suggestion that anybody had lived there in the past. The entire building was open-plan, with no separation between the different parts, no separate entrance, bell or mail-box. The owners said that they had applied for planning consent to convert the top floors to residential use, but no conversion work had taken place. For a S144 conviction, the building must have been designed or adapted for residential use before the trespass, and this was obviously not the case here. In the face of this evidence, the judge was forced to disagree with the CPS, and find the defendants innocent of any crime. Let’s hope that they go on to sue the Metropolitan Police for wrongful arrest etc, and receive some financial compensation for losing their home and their liberty in this way. "

Our plan was to open it up to homeless people on Christmas Day and provide a hot festive lunch for all. We appealed for donations of food and cooking utensils and were overwhelmed by the generous response. In 2012 squatting in a residential building became illegal: squatting in commercial premises remains a civil offence. Property owners have to seek a court order to remove squatters. We knew that we would not be allowed to remain for long in the former bank building but as the building is currently not in use we hoped the owners would wait until after we had provided the Christmas lunch. It is a very spacious building in good condition with ample cooking facilities to provide food for a large number of people. We tried to negotiate with the owners to leave after Christmas to avoid them and the taxpayer the time and expense of taking us to court but they did not respond. The company got an emergency injunction from the high court and without warning bailiffs evicted us early on Christmas Eve. Our plan was to open it up to homeless people on Christmas Day and provide a hot festive lunch for all. We appealed for donations of food and cooking utensils and were overwhelmed by the generous response. In 2012 squatting in a residential building became illegal: squatting in commercial premises remains a civil offence. Property owners have to seek a court order to remove squatters. We knew that we would not be allowed to remain for long in the former bank building but as the building is currently not in use we hoped the owners would wait until after we had provided the Christmas lunch. It is a very spacious building in good condition with ample cooking facilities to provide food for a large number of people. We tried to negotiate with the owners to leave after Christmas to avoid them and the taxpayer the time and expense of taking us to court but they did not respond. The company got an emergency injunction from the high court and without warning bailiffs evicted us early on Christmas Eve. A group of squatters vowed to take their high-stakes standoff with the police and bailiffs into Christmas Day after protestors scaled the balcony of a five-story Victorian building in central London.
Two members of the self-styled “Love Activists” refused to leave the former RBS office when bailiffs arrived to evict them on Wednesday morning.
As police officers and bailiffs looked on, the squatters climbed on to the ledge of a first-floor balcony of the grade II-listed building on the corner of Charing Cross Road and St Martin’s Lane.
The squatters took over the vacant building earlier this week and planned to provide a free festive lunch to homeless people on Christmas Day in protest at the housing crisis.
Most of the squatters left the building when the bailiffs turned up, but two activists refused to leave and took to the ledge of a 30ft-high balcony as a police officer stood nearby. About 10 police officers were at the scene, with a police van and ambulance on standby.
Concerns grew for the safety of the balcony protesters as the temperature dropped, prompting paramedics to warn that they risked losing their balance if they refused to come down.
A Metropolitan police spokesman confirmed that officers had been called in by the bailiffs to prevent a breach of the peace. No arrests had been made at the time of publication.
One of the squatters on the balcony, Danny Freeman, 22, told the Guardian: “We heard banging on the door at 8am and some people forced their way in. We don’t know who they were because they wouldn’t tell us and have not provided us with any paperwork.
“I climbed on to the balcony and then I called the police. I can’t put into words how distressed I feel about this. We won’t be able to provide Christmas lunch for the homeless now and about 50 people who were sleeping here will be homeless over Christmas. I’m here for the long haul, I’m not planning to come down from the balcony. I’d rather spend Christmas here than in the cells.”
In October, Freeman carried out a protest by standing on a Winston Churchill statue in Parliament Square in London in a 28-hour standoff with police.
About 50 protesters – including some who said they were homeless – turned up to support the occupation with rallying chants of “homes not banks”. The standoff was mostly peaceful, but police officers at one point scuffled with a protestor who tried to push back their barriers.
Pete Phoenix, one of the protesters, was invited inside the building by police negotiators to speak to the protesters on the balcony. “There are ambulance staff, police officers and police negotiators inside the building. The ambulance staff have warned the protesters that their legs have got very cold which makes the blood supply pool in their feet, this could lead them to faint and fall off the ledge. They are getting very cold and we are concerned about them,” he said.

Love Activists and Squatter and Homeless Autonomy (S.H.A.) have seized a disused RBS bank abandoned for two years in the heart of Westminster; a building that has been taken by the people, for the people. RBS was bailed out £46 billion by the taxpayer, equating a loss of £1500 per UK taxpayer. This means RBS are 82% owned by the people of the UK. This is a public repossession. Despite the 1.5 million empty buildings, There are 110,000 homeless people in the UK this winter, and squatting is a direct solution to this housing crisis. We demand a repeal of the 2012 laws, which have outlawed squatting of residential buildings. This could provide adequate housing solutions to the homeless.
We have opened up the space as a community area, completely separate from the greedy capitalist structure of modern society. The community will provide a free meal center for those living on the street, and to gather support to continue this project. A planned Christmas dinner will take place on Christmas day supported by Beat 'n Street Kitchen, and Food not Bombs. Our aims are to continue to provide food to the homeless, and a safe space for them to rest. Further to this, there are several spaces on the upper floors for groups wishing to hold events, workshops and talks. We would love for the whole community to be involved with this space.
Finally, we demand an end to the increasingly militarised Police and State violence and repression against those most marginalised and voiceless. We want homes, not banks and jails. Survive, protest, resist, reclaim. We will continue to expropriate wealth and space on behalf of the people. Everything that is necessary is just. A prime, five-storey Victorian office building off Trafalgar Square in London has been taken over by a group of squatters who plan to open the building on Christmas Day and provide a free festive lunch for homeless people in a protest against the housing crisis.
Calling themselves the Love Activists, a group of 20 people on Saturday took over the grade II-listed building on the corner site of Charing Cross Road and St Martin’s Lane which has been empty for 18 months.
Previously leased by the RBS group and housing a branch of National Westminster Bank, the squatters say that the building has “been taken by the people” in a statement posted on their Facebook page. The current ownership of the corner site is unclear: Land Registry records show that the owner is Greencap Ltd, a Jersey company that appears to have been dissolved.
According to one of the activists, Danny Freedland, 22, the fact that the building was previously used by RBS, which was bailed out by the taxpayer during the financial crisis and today remains 79% owned by the state, has made their message of “homes not banks” all the more resonant."

Stoke on Trent Town Hall Post Occupation Council has come on board to ask MOJ for 6 months for community proposal with Council backing....we are winning but keep networking
Following the recent month long occupation of Fenton Town Hall, the Ministry of Justice, the government department charged with the building's disposal, agreed to take the community's proposals further by bringing in the major stakeholder Stoke-on-Trent City Council into negotiations alongside the community / Urban Vision. A meeting between Urban Vision and senior councillors / managers at the civic centre in Stoke led to this letter being sent to Shailesh Vara MP from Cllr Mohammed Pervez. It could be considered a Christmas present, especially paragraph 2 (unfortunately Facebook doesn't allow for bold fonts). Financial backing aside, though in time there could be the possibility of assistance with accessing external funding, this is a 100% endorsement from the city council:

Thank you for considering Urban Vision North Staffordshire’s proposal for the future of Fenton Town Hall and for giving us the opportunity to comment directly on this proposal.
As you are aware, it is the aspiration of Stoke-on-Trent City Council that Fenton Town Hall should be returned for the benefit of local residents and businesses. Following our discussions with Urban Vision, it has been agreed that the building should be placed into Urban Vision/community ownership and not the council. This approach will maximise access to external funding opportunities, will be in line with council’s own strategy around empowering communities to become more independent of the local authority, and allow the community to take greater ownership of their own futures against a backdrop of on-going budgetary pressures within the council.
We believe Urban Vision’s outline proposals have significant potential and they appear to have a good degree of confidence that they can make the proposition work. However, Urban Vision also recognises that more work would need to be done to develop these proposals into a full business case which could take up to 6 months. If required, the council would be willing to work in collaboration with the MoJ to facilitate this window of opportunity with them and to offer support and guidance to Urban Vision during this period. The council would also be willing to consider the offer from Urban Vision for a place on the Board of Trustees should they proceed with a Trust model. We would be happy to work with yourselves and Urban Vision to understand the implications of such an arrangement.
I trust this provides some assurance for the council’s willingness to work with Urban Vision to safeguard the future of Fenton Town Hall through a self-sustainable model within the community ownership.
We sincerely request and hope that you will seriously consider Urban Vision’s proposal and allow them a six months extension to bring this building back into sustainable community use for the greater good of our communities and businesses.

This qualifies the council's earlier request for the Town Hall to come back to the people of Stoke-on-Trent and for the people of Stoke-on-Trent to be consulted over the building's future. In future negotiations, as before, reference will certainly be made to the community plan produced by the Fenton Community First Panel which highlighted the demand for another community facility in Fenton and the opportunity Urban Vision / the community's plans for the building present for the town and the wider conurbation of Stoke-on-Trent.
I truly believe that the occupation effected change and that we got out at the right time. To use numbers I would say our chances prior to occupation were 2/10, now they are 6/10.
Not a victory, but a MAJOR step forward.

Today Smash EDO and Brighton Palestine Action blockaded Barclays Bank for an hour before activists were removed. The action was part of a campaign aimed at forcing the bank to have nothing to do with shares in Elbit Systems, Exelis (EDO MBM's parent company), BAE, Raytheon and other arms companies. It comes a month after a nationwide day of action saw occupations of Barclays in cities across the UK
One person was arrested, who had glued himself to the front doors of the bank. He was dressed as Santa wearing a placard which read 'Santa says you've been a very naughty bank this year'.
